Foundations to deliver on its ambition of creating 10,000 homes in the next 10 years through a number of public-private partnerships and initiatives.

There are a number of ways in which organisations including developers, contractors and managing agents can work with us to help us achieve that target.

Purchase of new build properties

Foundations will look to purchase direct newly-built houses and apartments from developers and landowners to then sell or rent on accordingly.

New build on council land

A number of sites both large and small across the city are under consideration which could yield more than 2,000 new properties over the next two to three years. The council is establishing contractor framework and will seek expressions of interest and then bids from contractors.

Purchase of existing homes

Foundations will also be refurbishing homes in existing communities.

Liverpool City Council is currently in the process of procuring construction companies through two frameworks – the House Building Framework and the Housing Refurbishment Framework – which will be operational in Spring 2019. It is Foundations’ intention to contract wherever possible with construction partners through these frameworks. This means that Foundations is looking to work with a number of construction partners to bring new and refurbished homes to the marketplace for rent and purchase. We will also utilise other Frameworks and routes to market.

Foundations is looking to work with a wide range of contractors to deliver on our promise of creating thousands of new homes in the next decade.

Companies like Lovell Homes and FBM (UK) are already working with us to make this target a reality.

We are also currently developing a number of contractor frameworks for different lot sizes from small scale developments below 20 units to major schemes in excess of 100, for refurbishments and for managing agents to oversee and maintain rented stock.

In addition, we will be looking to work with local professional services companies, including architects and designers, to develop our schemes.

Foundations is looking to work with a number of construction partners to bring new and refurbished homes to the marketplace for rent and purchase.

We are currently working with two firms to deliver the first three Foundations projects in the city.

Lovell Homes

Lovell Homes, which has a base in Birkenhead, is a national construction company which creates new developments at sites across the UK.

The company has more than 40 years’ experience and has built thousands of high-quality, innovatively designed apartments, townhouses and family homes throughout the country.

Lovell Homes is a partner on the redevelopment of our site in Ackers Hall Avenue where we hope to build 107 new homes.


FBM (UK) – Flanagan Building & Maintenance Services Ltd – is part of the Liverpool-based Flanagan Group and is a high-quality construction, building contractor and maintenance services firm which works in the city and surrounding area.

It offers cost-effective renovation and rebuild services, working with local authorities and housing associations around the country to build resilient, vibrant communities through the provision of well-maintained, secure homes.

It also has a strong track record of design and build development, working both in delivering multi-home community developments for local authorities and registered social landlords, and private clients.

Foundations aims to build new homes and refurbish current housing stock in cooperation with landowners in the city.

One way is through involvement in the sale of newly-constructed houses on their land to Foundations to be sold on or rented.
